Hyderabad’s Chanchalguda Central Prison sets up gender-neutral cell for transgender inmates

The Chanchalguda Central Prison in Hyderabad has established a separate gender-neutral cell for persons with diverse gender identities and expressions, following an intervention by the National Human Rights Commission (NHRC).

The prison authorities have also permitted affirmative clothing for persons accommodated in the facility, according to a compliance report submitted to the NHRC.

The move followed a visit to the prison on October 8 by the Commission’s Special Monitor, who oversees matters relating to transgender persons and the rights of the LGBTQ+ community. During the visit, the implementation of advisories issued by the NHRC and the Ministry of Home Affairs was emphasised to ensure the welfare of transgender persons in prison.

In its report to the Commission, the Superintendent of Central Prison, Hyderabad, confirmed that the recommendation to establish a gender-neutral cell had been implemented. The prison authorities also confirmed permission for affirmative clothing for those accommodated in the facility.

The NHRC said the initiative was aimed at protecting the dignity and human rights of persons with diverse gender identities and expressions in correctional institutions.
